Herod felt bad for killing John the Baptist and wouldn’t have killed him, but his hands were tied. Apart from the fact that he made the oath, he had to fulfill his word because of the people there. Those people were witnesses to the oath; if Herod acted contrary, oaths would have no longer meant anything to anyone.
I want you to understand that God doesn’t just break His word. You cannot follow the due process and be denied. For every word God speaks, His integrity is on the line. And the hosts of heaven, and even the demons are watching! That’s why God watches over His words to fulfill them.
Listen, you have no reason to doubt the word of God or its potency. Once you receive His word in your spirit, hold on to it and believe it with all your heart. If Herod, as wicked as he was, could fulfill his oath, why would you ever think that God shouldn’t be trusted to fulfill His own words!
