Kumamoto Police said that they arrested 54-year-old Hiroshi Sugihara of Togawaramachi, Minami Ward, after being accused of stealing the underwear and then sending pictures of himself wearing them to the victims.

The suspect was originally arrested for stealing 7 pairs of panties from several women after they had left the clothes in dryers of laundromats unattended.

A few days later, Sugihara sent photos of himself wearing the lingerie to his victims.
