KANO, Nigeria – The Kano State Government has directed the immediate reassignment of the Permanent Secretary, Civil Service Commission, Mustapha Kabuga, following allegations of unauthorized printing and endorsement of illicit appointment letters for the state’s civil service.
The announcement, as disclosed in a press release on Saturday, August 12, 2023, by Kabiru Sa’idu Magami, the Permanent Secretary, Administration and General Services on behalf of the Secretary to the State Government (SSG), Dr. Baffa Bichi, indicates the state’s resolve to maintain integrity and transparency within its civil service.
Additionally, a three-member fact-finding panel, led by Dr. Sulaiman Sani, the Special Adviser to the Governor on Civil Service Matters, has been established to delve into the specifics of the case.
The committee is expected to present its findings within a ten-day window.
In the interim, the state’s information commissioner, Alhaji Baba Halilu Dantiye, revealed that the implicated Permanent Secretary would be transferred to the Office of the Head of Civil Service while the inquiry is ongoing.
Furthermore, Alhaji Salahuddern Isa Habib is slated to be Acting Permanent Secretary for the Commission starting Monday, 14th August 2023.
The panel’s primary responsibilities encompass establishing the volume and dispersal of unauthorized appointment letters within the civil service.
They are also tasked with identifying the culprits behind these illicit activities and discerning the origins or directives leading to the unauthorized appointments.
Finally, they are to present pertinent suggestions to the government, adhering strictly to existing regulations.
The committee’s other two members include Engr. Kabir Zakirai and Malam Umar Jalo.
Chief Medical Director of Kano State’s Urology Hospital Dismissed Over Alleged Extortion
The Kano State Government has taken stringent measures to address negligence and other related offenses within its medical sector by directing the sacking of another top medical professional, marking a continuation of its recent trend of holding health personnel accountable.
Only a few weeks prior, the state had removed a chief medical officer and eight doctors from their positions at a public health center due to negligence.
In a recent announcement on Wednesday, August 9, 2023, by Semeera Sulaiman, the spokesperson for the hospital management board, it was detailed that the Chief Medical Director and the Chief Medical Officer of Abubakar Imam Urology Hospital have been ordered to step aside.
This significant decision was followed by the appointment of Dr. Amiru Imam and Dr. Balarabe Umar as the acting CMD and CMO, respectively.
The primary responsibility for these new appointees is to take charge, implement necessary reforms, restore order, and relay their observations and findings to the health commissioner within the next three months.
Sulaiman elaborated on the many allegations which prompted this swift action, including extorting patients, diverting them to private facilities for specific medical procedures or surgeries, and financial mismanagement.
He further mentioned that the management board has green-lighted relocating all sub-staff and attendants to other medical facilities. At the same time, their replacements will be drawn from associated medical centers.
Additionally, the head of the nursing department has been reassigned effective immediately.
Reaffirming the state’s commitment to quality healthcare, Sulaiman emphasized the Executive Secretary and health commissioner’s dedicated efforts to ensure the state’s healthcare facilities offer standard medical services.
He stressed the importance of adherence to civil service rules and regulations by all regional medical professionals and health workers.
