The Senate Committee on Anti-Corruption on Tuesday, October 22, 2019, revealed ahead of the deadline for the mandatory Integrated Personnel and Payroll System, IPPIS, that some agencies are secretly recruiting workers with backdated appointment letters to hide over bloated personnel expenditure.
Kwari Suleiman, the chairman, senate committee on anti-corruption, made this known during the 2020 Budget Defence of the Independent Corrupt Practices and other related offences Commission.
According to Suleiman, some agencies are secretly recruiting to cover their tracks in the personnel expenditure giving out backdated employment letters.
President Muhammadu Buhari had directed mandatory IPPIS for all civil servants before the end of October while presenting the 2020 Budget to the joint sitting of the National Assembly.
Speaking before the committee, the ICPC chairman, Bolaji Owasanoye, stated that academic institutions are deeply involved in personnel cost padding.
Owasanoye told the lawmakers that N9.2 billion was discovered in the accounts of Ministries, Departments and Agencies for the payment of salaries under personnel cost in the Central Bank of Nigeria.
He said the money has been given to the Federal Government to finance the Budget.
